Looking Back: Last week the House Commerce Committee and Senate Community Affairs Committee passed HB 403 and SB 266. As originally presented, these bills would have removed local regulation of home-based businesses. However, strong advocacy efforts, on behalf of our cities, led to these bills being amended to provide that home-based business may not create noise or other disruptions detectable by neighbors and allow local regulation for things such as parking and hours of operation. No two cities are alike and that’s why home rule is so important. Our advocacy efforts need to continue to ensure home rule is always protected.
